  1. Client Initiates Secure Contact
  Client initiates contact away from the suspected location
Contact must not be made on a telephone that is suspected
Arrangements for initial face to face meeting at a secure location
  2. Initial Meeting and Commissioning
  Initial face to face meeting at secure location
Discussion of threat and requirements (review of building plans etc)
Commission of TSCM services
Course of action to be taken when a bugging device is discovered.

  3. Preliminary Tasks
  Detailed review of building plans
External RF survey (DC to 18 Ghz)
Exterior reconnaissance

  4. Vulnerability Assessment
  Threat Assessment
Physical security inspection
Electronic security assessment
Internal RF survey
Evaluation of suspected area
Confirmation of building plan accuracy
Photographs of the suspected area
Identification of the sensitive areas
Identification of possible reception sites (listening posts, LP's)

  5. Silent and Passive Inspection
  Silent, non-alerting activities only.
  Initial RF survey (10 Mhz to 18 Ghz)
  Carrier Frequency (CF) Inspection of mains, telephone, computer and CAT 5 cabling (DC to 10 MHz)
  Inspection of locks and security devices for signs of tampering

  6. Active Inspection (but still non alerting)
  Thorough physical search

 

  Electrical floor boxes and all sockets
  Telephone boxes
  Light switches
  Furniture
  Ceiling spaces
  Walls
  Doors
  Ventilation ducts
  Detailed RF scan (DC to 18 Ghz)
  RF scan with Differential RF detector
  Exterior examination of building if required (IRATA qualified access technicians)

  7. Active Inspection (Alerting because some sounds generated may alert an eavesdropper to the presence of a TSCM team)
 
Activation of voice operated bugging (VOX) devices by extraneous noise
 
Detailed RF scan (DC to 18 Ghz)
 
RF inspection of photocopiers, printers and fax machines
 
Non Linear Junction Detector (NLJD) sweep to locate inactive devices

  8. Post Inspection
 
Oral presentation of findings
 
Full and detailed written report
 
Implement any corrective actions requested by the client
 
Implement a TSCM programme if requested
